Members of 13L are mid-career federal employees (GS-13 to GS-15 or equivalent) who wish to advance the study and practice of leadership in the federal government. Members of 13L also work to assist their fellow members in achieving professional growth and career development. Membership in 13L is without regard to race, color, religion, sex, national origin, political affiliation, sexual orientation, marital status, disability, age, membership in an employee organization, or any other factor that does not affect one's ability to be an effective leader.
