Jeffrey Vargas is the Chief Learning Officer (CLO) for United States Department of Energy National Nuclear Security Administration (NNSA).  As the CLO he is responsible for designing and implementing, for the 2500 NNSA federal employees, NNSA’s talent and leadership vision and overseeing the development and execution of NNSA's training and career development policies and programs.  In 2008 Jeffrey will be amongst the first in all of government to launch an interactive, online, Career Matching/Career Pathing program.  Mr. Vargas is a professional trainer.  He has directed the design, development, evaluation, and coordination of more than 20 career-related training workshops for both government agencies and the private sector.

Prior to serving as the NNSA CLO, Jeffrey was a Diversity Manager for NNSA where he supported NNSA's $50 million dollar HBCU program and he managed diversity training programs.  Jeffrey created the DOE/NNSA generational differences training program.  In 2006/2007 more than 1500 federal employees from 10 different agencies attended his generations workshop where he helped bridge the generation gap and help four generations of employees learn how to work together and improve organizational efficiency; because of this effort Jeffrey is viewed as a national expert and consultant on how federal entities can improve their generational competence. 

For more than a decade Jeffrey devoted himself to improving the representation of Hispanics in the Federal government.  From 2003-2005 he served as the Chair of the National Council of Hispanic Employment Program Managers where he created the Hispanic Youth Symposium (www.hispanicyouth.org), a three-day two-night leadership development program for Hispanic high school students that now takes place in four cities and serves more than 600 students.  By 2009 the Youth Symposium will be in 8 cities and serve over 1600 students annually.  In 2005 the Symposium was recognized as one of the top four exemplary outreach programs in all of government; it has provided leadership training to more than 750 students and helped to secure more than 500k in scholarships.   From 2001-2005 Mr. Vargas served as the Department of Energy National Hispanic Employment Program Manager.  He was responsible for overseeing the Departmental management and implementation of Executive Order 13171 (Hispanic Federal Employment).  He directed and coordinated the Department’s employment-related outreach activities directed to the Hispanic community and he was responsible for overseeing the recruitment of over 220 Hispanics into DOE jobs, most of which were in science, technology, engineering and math.  He is known as a person of influence in the federal community and amongst federal leaders. 

Before entering government Mr. Vargas spent seven years as a Training Specialist with the State Department Federal Credit Union.  He received his undergraduate degree in Economics from the University of Maryland, and later went on to complete the Georgetown University Training Specialist Certificate Program.
