
Mr. Osborne’s previous seventeen years of Federal work experience in four Federal Agencies includes positions as a Director of Reports and Analysis, an Accounting Manager, and as Accounting Supervisor. Working in these capacities, Mr. Osborne led financial professionals through a series of financial management challenges. His most significant achievements in financial management include: enabling the EPA to become Green under the PMA Financial Performance initiative by accelerating its financial statement preparation/audit completion from five months to forty-five days after year end; developing and implementing an Activity Based Costing Pilot at the Forest Service, U.S. Department of Agriculture; implementing a new accounting system for the Salaries and Expense appropriation at the Financial Management Service, U.S. Department of the Treasury and then subsequently contracting out the entire accounting operation to an outside service provider.
Prior to his Federal career, Mr. Osborne worked for seven years in private industry. His private professional experience includes positions as a Controller for a regional moving company, an Accountant for a major corporation, and an Auditor/Accountant in public accounting.
Mr. Osborne obtained his certification as a Certified Public Accountant in Virginia and holds a Bachelors of Science degree in Accounting from George Mason University. He is an active member in the American Institute of Certified Public Accountants, the Virginia Society of Certified Public Accountants, the Northern Virginia Society of Certified Public Accountants, Association of Government Accountants, and the Federal Executive Institute Alumni Association.
