Patricia Armstrong is
a Business and Financial Manager at the Naval Air Systems Command (NAVAIR)
at the Naval Air Station, Patuxent River, Maryland. Mrs. Armstrong's career
with NAVAIR began in 1982 as an Aircraft Engine Repairer Apprentice at the
NAVAIR Depot, Cherry Point, NC. She advanced over the years to her current
position, Management and Program Analyst, which entails the budgeting and
execution of fifteen Naval Aviation Training Systems programs with a
combined annual budget of over $190 million. She is a recent graduate of
NAVAIR's Senior Executive Management Development Program and a member of the
Acquisition Professional Community. She received the Rotary Club
International Paul Harris Fellow award in 2003. In addition, she has served
as a local Federal Managers Association president and zone president
representing federal managers at the Cherry Point Depot. In this capacity
she has testified before Congress twice, and a Government Accountability
Office panel once, on human resource issues.
Mrs. Armstrong has a Master of Public Administration (MPA) from Florida
Institute of Technology in Melbourne, Florida, and an undergraduate degree
in Management, Human Resources from Park University in Parkville, Missouri.
She is a member of the American Society of Military Comptrollers, and she
recently passed the Certified Defense Financial Manager exam. Outside of
her federal employment, she is President of Singletree Homeowners
Association in Leonardtown, Maryland, and volunteers time to Christmas in
April and the American Cancer Society's Relay for Life.
